Resumen
The present research work meets the objective of analyzing the public management
carried out by the GADM of the Otavalo canton and its impact on the conservation
of cultural identity, governability and cultural governance were used as a theoretical
basis, theories that are based on collaboration of various public, private, and civil
society actors to improve efficiency and effectiveness in public management. In this
research, we worked with a mixed approach using qualitative and quantitative tools,
such as interviews with GADM officials of the Otavalo canton and surveys of the
population located in the urban area of the canton. The results obtained in terms of
public management carried out by the municipality towards the revitalization of
cultural identity are framed through several agreements with public and private
institutions such as: Fons Valencia Spain, neighborhood leaders of the canton, the
Prefecture of Imbabura, and the Universidad Andina Simón Bolívar. For this reason, the
Directorate of Social Development, Education and Culture of the GADM of the canton
of Otavalo developed several programs, including: Let's learn Kichwa workshop,
singing, dance and Andean instruments workshop and Kichwa theater, which have
had a positive impact on the population. However, the lack of articulation in the
logistical field and economic support by the GADM of the Otavalo canton for the
development of cultural activities organized by the indigenous population is evident.
